Consultant for Development of Minimum Standards for Sheltering Services for Victims of Trafficking

 

Within the framework of the project “Safe Haven: Expanding Shelter Resources for Trafficking Survivors in the Western Balkans”, Open Gate / La Strada Macedonia announces a public call for the engagement of a Consultant to develop Minimum Standards for Sheltering Services for Victims of Trafficking in North Macedonia.

 

Objective of the Assignment

The objective of this consultancy is to develop a comprehensive set of Minimum Standards that will:

  • ensure consistent, high-quality, and sustainable sheltering services;
  • be aligned with national legislation and international standards;
  • apply a human rights-based, trauma-informed, and survivor-centered approach;
  • serve as a foundation for institutionalization, licensing, and standardization of shelter services.

 

Scope of Work

The consultant will be responsible for:

  • reviewing and analyzing national legislation, policies, and existing practices;
  • reviewing international and regional frameworks and best practices;
  • assessing the current sheltering model in North Macedonia;
  • drafting Minimum Standards covering, inter alia:
    • admission and assessment procedures,
    • safety and security measures,
    • psychosocial, legal, medical, and reintegration services,
    • confidentiality and data protection,
    • staffing and capacity requirements,
    • monitoring, evaluation, and accountability mechanisms;
  • facilitating a validation workshop;
  • finalizing a standards document ready for institutional presentation and advocacy.

 

Duration

The consultancy will be conducted over 11 working days, within a period of up to two months, according to an agreed work plan.

 

Required Qualifications

  • Advanced degree in social sciences, law, human rights, or related fields;
  • minimum 7 years of relevant professional experience;
  • demonstrated experience in developing standards, policies, or guidelines;
  • strong knowledge of national and international frameworks for victim protection;
  • excellent analytical and writing skills in English.
