National Consultant for Development of Survivor/Community Feedback and Government Monitoring Mechanism

 

Within the framework of the project “Safe Haven: Expanding Shelter Resources for Trafficking Survivors in the Western Balkans”, implemented by Open Gate / La Strada Macedonia, a public call is opened for the engagement of a National Consultant for the development of a survivor/community feedback mechanism and an institutional monitoring mechanism for the application of minimum standards in service provision.

 

Objective of the Assignment

The obјective of this consultancy is to develop a nationally adapted and practical mechanism that will:

  • enable regular, safe, and meaningful feedback from survivors and the community;
  • strengthen institutional monitoring of compliance with minimum standards;
  • enhance transparency, accountability, and survivor participation within the protection system.

 

Scope of Work

The selected consultant will be responsible for:

  • reviewing national legislation, existing standards, and procedures;
  • conducting consultations with survivors, civil society organizations, and relevant institutions;
  • designing a survivor and community feedback model (surveys, interviews, digital tools, complaint mechanisms);
  • proposing a government monitoring mechanism with clear roles, indicators, and tools;
  • facilitating a validation workshop with key stakeholders;
  • finalizing the mechanism with a clear and practical implementation roadmap.

 

Duration

The consultancy will be carried out over 10 working days, within an agreed period of six weeks.

 

Required Qualifications

  • University degree in social sciences, human rights, or a related field (Master’s degree preferred);
  • minimum 5 years of experience in anti-trafficking, social protection, or monitoring and evaluation;
  • proven experience in developing monitoring tools or feedback systems;
  • excellent analytical and writing skills in Macedonian and English.
